Sin Angels Version One

I've got an idea to write a short --and I do mean short--story about extraterrestrial/extradimensional Gardens, called Perfect Man and Perfect Woman, whose Plan is to improve humanity through the use of disease vectors, principly sexually transmitted diseases. I want to potray them as well-intentioned, but at the beginning, completely out of touch with the personal and social havoc they created.
The story would be set very early in their attempts. Because female child prostitution is such a hot topic in Saskatoon--with its intensely racist overtones--my protagonists would be two newly minted police officers who work the vice squad. We first meet them in the precinct lobby when a wild, out-of-control young Metis girl is brought in kicking and screaming "I can't get high! I can't get high!"
Once she is subdued, they attempt to determine her identity. She claims to be Nicole Lalonde, from Prince Albert, who has been listed as a missing person for three months. Her name turns up the RCMP database, but there seems to be no match between the Amazon confronting them, and the shy, obese girl with bad teeth that the database claims is Nicole.
My theme in this story is 'forced perfection'. What would it be like to have a body and brain forced upon you, against your will? To be removed from everything and everyone you knew and loved/hated for the sake of a greater good that you didn't ask to be part of? Finally, I'd like to work with a concept I've used in the Nuegua stories: a proactive immune system, that alters the bodies and minds of anyone who comes in direct physical contact with it.
Since this story can't go over 2,000 words it needs to be written with no more than three scenes:
Two precinct and one Stroll (20th street near St. Paul's Hospital).
